Sparwood Council Facts
The following is a synopsis of what occurred during the May 21 District of Sparwood council meeting.
DELEGATIONS
Sparwood Community Response Network
Lois Halko and Rosa Rocca introduced the newly formed Community Response Network (CRN) in Sparwood. It is the goal of the CRN to educate the community on adults who are vulnerable to abuse and neglect and how they will help to direct people to the correct agency for response.
Sparwood Market
Jessica Wheeler and Crissy Riegert provided an update on the Sparwood Market. They indicated that more space was needed for food trucks and asked if the trucks would be able to park on Aspen Drive, which would open more spots for vendors. They also requested if they could move their Children’s Market to Lions Park on August 23, so that they could incorporate more kid friendly activities. Council referred their requests to staff to provide them with recommendations by the June 18 regular meeting.
Zoning Bylaw Amendment
Zoning Bylaw No. 264, 1981, Amendment Bylaw 1252, 2019 was adopted. This amendment adds “child care facility” as a permitted use in the C-1 Commercial Zone.
MTI Bylaw Amendment
Municipal Ticket Information (MTI) Bylaw No. 1233, 2018, Amendment Bylaw No. 1254, 2019 was adopted. This amendment provides for enforcement by municipal ticket for violations regulated under the Clean Air Bylaw and in relation to the operation of cannabis retail stores.
OCP and Zoning Bylaw Amendments
Off-leash dog park at 441 Pine Avenue
Official Community Plan Bylaw 1165, 2015, Amendment Bylaw No. 1239, 2019 was given first reading and Zoning Bylaw No. 264, 1981, Amendment Bylaw No. 1240, 2019 was given first and second reading and a public hearing was scheduled for June 18 at 6 p.m. The bylaw amendments propose to allow for the development of an off-leash dog park at 441 Pine Avenue.
Anyone living within a 60-metre radius of this property who believes they will be affected by these amendments are encouraged to attend the hearing on June 18 or submit their comments in writing to the district office or by email.
Administrative Fees and Charges Bylaw and Comfort Letters Policy
Administrative Fees and Charges Bylaw No. 1255, 2019 was given three readings. The bylaw will remove charges for comfort letters and encroachment agreements from the existing bylaw if adopted. In addition, council adopted a Comfort Letters Policy whereby the district will no longer provide comfort letters to current and prospective property owners and their representatives.
BUSINESS
Development Variance Permit 2019-007
To reduce side-yard setback at 155 Pine Avenue. Council authorized that notices be sent to the owners and occupants residing within 60m of 155 Pine Avenue to advise them that council will be considering granting a variance to section 3.2.2.C.(i) of the Zoning bylaw to reduce the side yard setback from 1.52m to 0.6m to permit the construction of a garage at the June 18 regular meeting.
Anyone living within a 60-metre radius of this property who believes they will be affected by this variance are encouraged to attend the hearing on June 4 or submit their comments in writing to the district office or by email.
Temporary Use Permit
Temporary Worker Accommodations at 8000 Hwy 43
Council authorized that notices be delivered to the owners and occupants residing within 60m of 8000 Highway 43 and mailed to all residents of Sparwood to advise them that council will be considering issuance of a Temporary Use Permit (2018-001) at the June 18 regular meeting. If approved, the permit will allow for temporary worker accommodations for a maximum of three years with a possibility of one three-year extension for 114 beds.
If you believe you will be affected by this permit, please share your comments with council. You will be provided an opportunity to be heard at a Public Hearing on June 4 at the Leisure Centre Community Hall at 6 p.m., or you may submit your comments in writing to the District of Sparwood, or by email before noon on Tuesday, June 4.
Water Service Request
Council authorized a Statutory Right of Way over 1116 Matevic Road for the purpose of providing water service to 1200 Matevic Road.
Shaw Go WiFi
Council authorized an extension to a Partnering Agreement between the District of Sparwood and Shaw Go WiFi from June 5 to November 1. The agreement allows Shaw Cable Systems Ltd. to continue to place Shaw Go WiFi network in district facilities in exchange for services to non-Shaw customers using municipal facilities.
Carbon Action Revenue Incentive Program
In 2008, the District signed the BC Climate Action Charter which is a non-legally binding commitment to make corporate operations carbon neutral by 2012, to measure and report on corporate emissions, and to work toward creating a more compact, complete, energy efficient community.
The Carbon Action Revenue Incentive Program (CARIP) is a conditional grant program that provides funding to BC Climate Action Charter signatories equivalent to 100% of the carbon taxes that they pay directly.
Sparwood Fresh Food Share
Council authorized Mayor David Wilks to provide a letter of support to Sparwood Fresh Food Share to include in their grant application to Interior Health. The organization is applying for funding to hire an employee to pick up fresh food seven days a week from businesses around the community who agree to donate. This new program will offer fresh food such as bakery items, deli meats, eggs and produce to the users of the Sparwood Food Bank.
UPCOMING DISTRICT MEETINGS
– Special Council Meeting in Council Chambers on Tuesday, May 28 at 1 p.m. (Strategic Plan Update and Key Performance Indicators Review).
– Regular meeting of council – June 4 at 6 p.m. Meeting will follow the hearings for DVP 2019-007 and TUP 2018-001. Meeting will be in the Community Hall (upstairs at Leisure Centre) 367 Pine Avenue.
