Sparwood Council Facts
The following is a synopsis of what occurred during the April 6 District of Sparwood council meeting.
DELEGATIONS
Audited Financial Statements
David Adams, of Adams Wooley Chartered Professional Accountants, provided council with an overview of the district’s financial position prior to their acceptance of the Financial Statements for the year ended December 31, 2020. The financial statements will be included in the 2020 Annual Report when it is published in June.
Sparwood Museum
Joanne Wilton, representing the Michel Natal Sparwood Heritage Society, made a request to council for financial assistance in the amount of $49,000 to enable the society to hire a full-time executive director. The society would like to be able to have the Sparwood Museum open on a year-round basis. The society’s request was referred to staff to report back to council at the April 20 regular meeting.
BYLAWS
Official Community Plan Bylaw 1165, 2015, Amendment Bylaw 1286, 2021 was given first and second reading and a Public Hearing scheduled for 6 pm on April 20. This bylaw amendment proposes to apply the Form and Character Development Permit areas to all multi-family, industrial, and commercial lots. All persons who believe that their interest is affected by the proposed bylaw may provide written or e-mail submissions to the District of Sparwood, Box 520, Sparwood, B.C., V0B 2G0 or [email protected] by 4 p.m. on April 20. Please note that due to potential e-mail issues, all submissions sent by e-mail should be confirmed by phone at 250-425-6271. Alternatively, those who wish to attend the Public Hearing and/or make a verbal presentation at the Public Hearing must register in advance via phone or e-mail by 4 p.m. on April 20. To comply with the Provincial Health Order and Ministerial Order #M192, the Public Hearing will be held electronically only. Registered attendees will be provided a link to facilitate their attendance via Zoom.
BUSINESS
Cloud Permitting
Council authorized the submission of a grant application to the Union of British Columbia Municipalities through the Local Government Development Approvals Program for $42,500 for an online permitting program. This program would allow applicants to apply for building and sign permits online and check the status of their application.
Business Compensation & Expense Policy
Council approved a new Business Compensation and Expense Policy. The policy clarifies the terms and conditions around methods of travel and expense reimbursements associated with business and training attendance for members of council, employees, non-union contract employees and fire fighters.
Training & Business Approval Policy
Council approved the Training and Business Approval Policy which clarifies the performance management system, how training is identified, budgeted, authorized, and conditions to training and travel approval.
