Sparwood Council Facts
The following is a synopsis of what occurred during the Feb. 7 District of Sparwood council meeting.
BYLAWS
Bylaws No. 1305 and 1302 – Westwood Official Community Plan and Zoning Amendment Bylaws
The Official Community Plan (OCP) and Zoning Amendment bylaws were presented at the Public Hearing and Regular meeting where they were given third reading. They will now be sent to the Minister of Transportation and Infrastructure for approval before they can be adopted.
Revenue Anticipation Borrowing Bylaw
This bylaw was adopted. It is an annual statutory requirement under Section 177 of the Community Charter, and allows the district to borrow funds, if necessary, to meet its current lawful expenditures and pay amounts required to meet the municipality’s tax obligations in relation to another local government or other public body.
Utility and Solid Waste Management Bylaw Amendment
This bylaw amendment was given first, second, and third readings. This is to increase the solid waste rate in the bylaw to recover the additional solid waste management contract cost. Effective April 1, 2023, there would be an annual increase of 18% per household. This amendment will go to council for adoption at the next meeting.
BUSINESS
Development Variance Permit for Mountainview Mobile Home Park
Council authorized staff to issue notices to affected property owners and tenants of its intent to consider a development variance permit request for Mountainview Mobile Home Park to expand the park. An informal public hearing will be scheduled prior to the next meeting to hear from those affected.
BC Rural Health Network Membership
The BC Rural Health Network (BCRHN) appeared before council on December 6, 2022, seeking membership for their network. Staff brought back a report with the membership details and council has chosen a regular membership. The BCRHN consists of healthcare advocacy organizations working in cooperation with healthcare policymakers. The purpose of the BCRHN is to promote and support a health services system that improves and sustains the health and well-being of residents of rural communities across British Columbia.
2023-2026 Strategic Priorities Report
The Strategic Priorities Report formalizes the strategic planning session held by council and Staff on November 17 and 18, 2022, that was facilitated by Gordon McIntosh. The 2023-2026 Strategic Priorities Report articulates council’s highest priorities and demonstrates how council plans to lead the organization. This four-year plan will be a valuable tool to help guide council’s decision-making process and ensure that resources are aligned and directed where they will have the most impact.
