Fernie Council Connection
The following are highlights from the City of Fernie council meetings of April 7 (Special Meeting of Council) and 14 (Regular Meeting of Council).
1.1 Bylaw No. 2241 cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 161, 2014 which proposes to rezone the property located at 592-9th Avenue from R1- Single Family Residential to R1B – Single Detached Plus Residential was given first and second reading and will be scheduled for an upcoming Public Hearing on Monday, May 12.
1.2 Bylaw No. 2242, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 162, Bylaw No. 2242, 2014 to rezone the property located at 1101- 11th Avenue from R1 – Single Family Residential to R1SL – Single Family Residential Small Lot for was withdrawn by the applicant.
2. DEVELOPMENT VARIANCE PERMITS & OTHER PERMITS
2.1. Development Variance Permit No. DVP-351 for #4 Black Rock Place. Council approved the application and gave notice of their intention to consider issuance of the permit to vary the minimum setback from the exterior perimeter parcel line on a bare land strata lot for a 3.96m x 6.55m open porch only from 7.5m to 5.72m along a portion of the south property lines.
3. PUBLIC & OTHER HEARINGS
3.1. A public hearing to receive submissions from the public respecting matters contained in proposed Bylaw No. 2236, cited as Official Community Plan Bylaw No. 1923, Amendment Bylaw No. 29, 2013 and Bylaw No. 2237, cited as Zoning Bylaw No. 1750, Amendment Bylaw No. 158, 2013 for the property located at 200 Burma Road (Mulyk Consulting, on behalf of Igor and Anna Landa) is scheduled for Monday, April 28 at 7 p.m.
3.2. An informal hearing to receive submissions from the public respecting matters contained in Development Variance Permit Application No. DVPA-351 (see item 2.1) for the property located at 4 Black Rock Place (Elk River Mountain Homes) is scheduled for Monday, April 28, at 7 p.m.
3.3 Informal hearing for to receive submissions from the public respecting matters contained in Development Variance Permit Application No. DVPA-348 for the property located at 37 Ridgemont Drive (Ormandy) to vary the front yard setback and maximum step and eave projections to facilitate the construction of a new front entrance is scheduled for Monday, April 28, at 7 p.m.
3.4. Noise Disturbance Meeting was held on April 14, during the Committee of the Whole meeting to receive feedback from residents, businesses (including bar and restaurant owner/operators) related to the mitigation of late night noise disturbances in the downtown core. The Liquor Inspector and RCMP were in attendance to provide additional comments/advice to council and members of the public in attendance.
4. OTHER INFORMATIONAL ITEMS
4.1. Appointment to the Beautification Committee. Council appointed Ms. Corien Sieders to the Beautification Committee as a representative from the Fernie Chamber of Commerce.
4.2 Change of the start times of the Committee of the Whole & Regular Council meetings on Monday, April 28. Council approved the request to change the start times for Committee of the Whole meeting scheduled for 10 am on Monday, April 28, to commence at 9:30 a.m. as well the Regular meeting of Fernie City Council scheduled for 7 pm on Monday, April 28 to commence at 6:30 p.m. to provide the public with opportunities to comment on the 2014-2018 Financial Plan. Under section 166 of the Community Charter, Council must undertake a process of public consultation regarding the proposed financial plan before it is adopted, rather than schedule a separate meeting they are providing the public with the above noted two opportunities to comment on the 2014-2018 Financial Plan.
4.3 Columbia Basin Trust (CBT) – Community Input Meeting. Council recommended that the Regional District of East Kootenay (RDEK) endorse the CBT 2014/2015 Community Initiatives and Affected Areas Program funding allocations as follows:
