Fernie Council Connection

The following is a summary as to what occurred during the July 27 City of Fernie council meeting.

1. AGREEMENTS, LICENCES, PERMITS & POLICIES

FernieCityHall1.1 Development Variance Permit No. DVP-372    Council authorized the issuance of Development Variance Permit No. 372 for the property at 17 Mt. Proctor Avenue to vary the minimum front yard setback; maximum projection into front yard setback; and maximum step & eave projection into the front yard setback for a front entrance addition with open porch along a portion of the west property line.

1.2 Development Variance Permit Application No. DVPA-374      Council approved Development Variance Permit Application No. DVPA-374 and gave notice of their intention to consider the issuance of Development Variance Permit No. DVP-374 for property located at 191 – 1st Avenue to vary the minimum side yard setback for an accessory building only along a portion of the north property line and to waive the provision for visibility at intersections as set out in section 3.9 of Zoning Bylaw No. 1750 for an accessory building only to be built within the 5.0 metres x 5.0 metres triangular sight distance area.

MaxTuryk1.3 Application for Pesticide use Exemption      Council approved the Application for Exemption by the Leisure Services Department to allow use of pesticides in relation to weed control at Max Turyk Soccer Field and imposed the condition that the pesticide only be applied to the playing surface of the field and immediately surrounding area. Staff report to council.

2. BYLAWS

2.1 Zoning Bylaw No. 1750, Amendment Bylaw No. 177, Bylaw No. 2281, 2015      Council approved the application to amend Zoning Bylaw No. 1750 by rezoning the property at 761 – 8th Avenue from R1 Single Family Residential to R1B Single Detached Plus Residential and gave Bylaw No. 2281 first and second readings, and authorized a public hearing be scheduled. Report to council.

3. OTHER INFORMATIONAL ITEMS

Fernie sewage3.1 2015 Water and Sewer Works Program      Council awarded the 2015 Water and Sewer Capital Works Program consisting of water and sewer infrastructure replacements to Bob Mitchell Excavating Ltd. and directed staff to work with the engineer and contractor to reduce the scope of work by eliminating optional items to ensure the city’s financial commitment doesn’t exceed $372,000 exclusive of GST. Staff report to council.

3.2 Elk River Alliance Support Request    Council approved the request for support and provided permission for the Elk River Alliance to use the Annex Pond for their Wetland Keeper Course.

3.3 Public Washroom Facility      Council designated the city owned parking lot adjacent to the Royal Canadian Legion for the location of the Public Washroom Facility to anchor festival destinations and directed staff to investigate other pre-fab designs and contact other municipalities/communities to inquire about their design concepts for outdoor washroom facilities. The final design is to meet the Downtown Design Guidelines and include a tap to fill water bottles, change tables for infants, charging station for electronics and be a uni-sex facility. Council also authorized this expenditure for up to $80,000 from the RMI funding from the Festival and Event Development category of the 2012 – 2016 Resort Development Strategy conditional upon endorsement of affected tourism stakeholders. 3.4 Request to Ministry of Transportation Highway 3 Speed Zone Change      Council agreed to forward a letter to the Ministry of Transportation and Infrastructure and a copy to Kootenay East MLA Bill Bennett requesting a relocation of the current 80 km/h speed/zone signage (northbound) to beyond the intersection of Highway 3 and Dicken Road adjacent to the 60 km/h speed/zone signage in the south bound lane.

3.5 Ministry of Transportation and Infrastructure Survey    Council suggested a link to the ministry’s Customer Satisfaction Survey be available on the city website.

4. UPCOMING MEETINGS AND OTHER NEWS

4.1 Next Regular Meeting and Committee of the Whole (COTW) meeting Monday, August 10; COTW at 10 a.m. and Regular Meeting at 7 p.m.
