The following is a breakdown as to what occurred during the December 12, 2016, District of Elkford council meeting.

Mountain Meadows Golf Club, Update on Operations

Elkford GolfThe club reported on the following achievements in 2016: Completed lighting project; Equipment purchase and loan for the district; Received a grant for t-boxes; Pro-shop renovations completed; Co-organized events with Elkford Arts Council and Nordic Ski Club.

Deer Management

The district will make an application to the Province of B.C. for a permit to cull up to 50 urban mule deer. Council intends to conduct community consultations before the final decision on the deer cull is made.

Elkford Chamber of Commerce Partnering Agreement

The district will continue with a Partnering Agreement with the Elkford Chamber of Commerce for the provision of economic development initiatives in Elkford for a term January 1 to December 31.

The district will enter into a contract with Cover Architecture for the preliminary design and cost analysis of a new district municipal building.

Inter-Community Business Licence (ICBL) Memorandum of Understanding

Following the adoption of the ICBL bylaws, council approved entering into a Memorandum of Understanding with the City of Fernie and the District of Sparwood. This mutual agreement provides conditions of the ICBL scheme that will be implemented effective January 1, 2017.

Bylaws

Official Community Plan Amendment Bylaw No. 788, 2016 and the Zoning Amendment Bylaw No. 789, 2016 were adopted. The proposed amendments are to include currently unzoned areas into the Zoning Bylaw, to consider residential development in areas designated Forest and Recreational Resources by the OCP, and to add a new Large Holding Zone to the Zoning Bylaw.

Fees and Charges Amendment Bylaw No. 794, 2016 was adopted. This bylaw will add the fees for the Elk Valley Recreational Access Pass and amend a few of the fire training fees.
