Sparwood Council Facts

The following is a synopsis of what occurred during the June 6 District of Sparwood council meeting.

PUBLIC HEARING

Temporary Use Permit (TUP) 2023-001

A public hearing was held for a Temporary Use Permit application (TUP2023-001) to allow the placement of three modular office complexes comprising of 128 office spaces and a 120-stall parking lot at 749 Douglas Fir Road for a period of two years. There were no submissions from the public and the application was considered by council at the regular meeting of council following the hearing. The permit was approved, and the applicant can now apply for a development permit and a building permit to continue.

BYLAW

Westwood Official Community Plan and Zoning Bylaw Amendment Bylaws

The Official Community Plan Amendment Bylaw 1305, 2023, and the Zoning Amendment Bylaw 1302, 2023 had their first three readings by council in early 2023. The Ministry of Transportation and Infrastructure have now reviewed and approved them, and Council adopted the bylaws at the meeting. These bylaws will allow for the orderly development of 1500 Sparwood Heights Drive, also known as Westwood.

Growing Communities Fund Reserve Bylaw

In March 2023, the district received a $2,025,000 grant from the province to help prioritize local infrastructure and amenity projects to enable community growth. As a requirement of the funding, the grant funds must be placed in a separate reserve fund, all earned interest must be tracked and allocated back to the fund and may only be used for eligible purposes. This bylaw was given first, second, and third readings at the May 16 meeting and was adopted at this meeting.

BUSINESS

Pool Tile Replacement

After discussion, council approved a change order of $358,320 plus PST to the hot tub replacement project to include replacing the pool deck tile. The current tiles are 25 years past their lifespan of 15 years and pose a safety hazard. This change order will be funded through the Growing Community Fund reserve fund.

Automated Sani-Dump

During Committee-of-the-Whole, the Utilities Supervisor provided a report regarding a Sani Star System to consider fee collection and a measure of control for the district’s Sani-dump for RVs located on Aspen Drive adjacent to the Sparwood Museum. It has been reported by staff and residents that the Aspen Sani-dump is heavily used by out-of-town traffic and requires frequent maintenance, including hose replacements, pipeline repairs and clogging. The quality of the activated sludge at the Wastewater Treatment Plant is often diminished in the summer and Municipal Sani-dumps are known to be a contributing factor to poor sewage quality with increased RV chemicals added to the system. The Sani-Dump system would improve the District’s Wastewater Treatment monitoring by providing data on the frequency of the use and provide a measure of control over heavy use. The committee instructed staff to bring back different options for the sani-system.
