Sparwood Council Facts
Sparwood Leisure Centre Landscape Plan
District of Sparwood council Sept. 17 received the Leisure Centre landscape concepts from the Director of Community and Leisure Services. The intent of this project is to improve the Leisure Centre grounds by preparing short and long-term development plans that will meet community requirements and form the basis of a lasting legacy for the district. The development of the site will occur over time, responding to the need to replace and update existing facilities, public interest in specific activities, and the availability of funding.
Parent and Tot Fun Time
A request for free rent from the Parent and Tot Fun Time Program for use of the Community
Hall for the period September 2012 to May 2013 was received and approved by council.
Funding for the rental will be provided from the public health budget.
Forest Fuel Management Program
The contract for the 2012 UBCM Operational Fuel Treatment Program was awarded to ArcRidge Ltd. in the amount of $123,284.20. The District of Sparwood’s commitment to this year’s program is $19,059.55.
Select Committee of Council
Members of the public were invited to put their names forward for appointment on a Select
Committee of Council to review the Public Works Inspections Policy and any other snow and ice policies or procedures. Council will meet to select two public-at-large members from the applications received.
Michel Natal Sparwood Heritage Society
Staff were directed to meet with representatives of the Michel Natal Sparwood Heritage Society and the East Kootenay Community Credit Union to investigate a possible lease of the former RCMP building.
Bylaws
Bylaw 1100 cited as “Zoning Bylaw No. 264, 1981, Amendment Bylaw 1100, 2012” was adopted. This amendment rezones 1072 and 1302 Highway 3 from agricultural land to light industrial.
Following a public hearing to receive input from the public, Bylaw 1101 cited as “Zoning Bylaw
No. 264, 1981, Amendment Bylaw 1101, 2012” was given third reading and referred to the Ministry of Transportation and Infrastructure for approval. This amendment will remove the definition of Show Homes in the Low Density Resort Residential Zone.
Bylaw 1103 cited as “Michel Creek Road Water Extension Temporary Borrowing Bylaw 1103, 2012” was adopted.
Bylaw 1104 cited as “Zoning Bylaw No. 264, 1981, Amendment Bylaw 1104, 2012” was given first and second reading and a public hearing scheduled for October 15, at 7 p.m. This amendment has been requested by Whiskey Jack Resort to allow small houses (cabins) and panhandle lots.
Bylaw 1026 cited as “Officers and Officials Bylaw 1026, 2012” and Bylaw 1038 cited as “Officers and Officials Benefits Bylaw 1038, 2012” were given first, second, and third reading.
Parking regulations
Have you brought your motor home, fifth-wheel or travel trailer in from the lake? Please take note of the following regulations which apply to where and how long your RV, motor home or travel trailer can be parked on municipal roadways. RVs, motor homes or travel trailers:
cannot be parked on public roadways for the purposes of offering them for sale;
cannot be parked on the road for more than 24 hours in duration;
cannot be parked on a walkway or greenbelt area; and
cannot be parked upon a portion of a highway or greenbelt so that they obstruct pedestrian traffic.
British Columbia Youth Parliament
The British Columbia Youth Parliament’s 84 Parliament will be held in Victoria at the
Provincial Legislative Chambers from December 27 to 31, 2012. Members sit as independents; they do not represent any political party and they vote according to their own conscience on all issues. They learn about parliamentary process, debate topics of interest, and plan activities for the coming year.

Be Bear Smart!
It is that time of year again! Bears are bulking up for hibernation and eating as much food as possible. Bears have a very keen sense of smell and garbage or other food sources can easily attract bears to your property.
Keep garbage in a secured shed or garage until pick up day. Never leave fish or meat remains outside or in your compost. Instead, put them in your freezer or a cold place until garbage day;
Cooking oil, grease, dairy products or fruit should never be left outside or put in your compost;
Try using lime to cut odor from your compost;
If you have fruit trees, pick the fruit as it ripens and clean up windfalls immediately. Remove any unwanted fruit trees; and remember that
A fed bear is a dead bear – by ensuring that there are no attractants in our community the bears do not become habituated to human food sources.
The District of Sparwood is proud to salute our firefighters
During Fire Prevention Week we are given the opportunity to tell all of our firefighters just how much they are appreciated by Council and residents of Sparwood. Sometimes they are taken for granted until we need them in an emergency and only then do we truly recognize the courage and strength they personify.
