The following is a synopsis of what occurred during the Oct. 3 District of Sparwood council meeting.
BYLAWS
Permissive Tax Exemption
A Permissive Tax Exemption Amendment Bylaw was given first three readings. This amendment bylaw would grant a permissive tax exemption for 2023 to the Elk Valley Family Society for its affordable housing property at 431 Pine Avenue. Council will consider adoption at the next meeting.
Zoning Amendment
Council gave first two readings to the Zoning Amendment to allow for accessory buildings and structures (ie. sheds and detached garages) in the Whiskey Jack neighbourhood. Currently, these structures are not permitted as they were removed during a zoning amendment 10 years ago. Private controls by the developer regulates building design but cannot permit them unless they are in the Zoning Bylaw. A Public Hearing will be held on November 7 at 6 p.m.
BUSINESS
Snow and Ice Control Policy
Council approved the updated Snow and Ice Control Policy. Changes include the following: the definition of a windrow to be six inches or larger; availability of snow storage on property; adjustments to priority streets and sidewalks and storage locations.
Development Variance Permit Request – Whiskey Jack Subdivision
A development variance permit for subdivision infrastructure standards has been requested as the developer installed two manholes 153.3 metres apart where the maximum allowable separation for a straight section of sanitary sewer is 150 metres. Council directed staff to post notice and hold an informal public hearing for those affected by this application.
