Sparwood Council Facts

The following is a synopsis of what occurred during the Dec. 5 District of Sparwood council meeting.

BYLAWS

Zoning Amendment Bylaw No. 1315, 2023 – RR-1A Zone

Council adopted the Zoning Amendment Bylaw to allow for accessory buildings, structures, and uses as an associated use in the Low-Density Resort Residential (RR-1A) Zone (Whiskey Jack). This bylaw received first and second reading on October 3. A public hearing was held on November 7, followed by a third reading on November 7. The bylaw was forwarded to the Ministry of Transportation and Infrastructure (MOTI) for approval in November and the bylaw was approved on November 22.

441 Pine Ave – Official Community Plan and Zoning Amendment Bylaws

Council gave three readings to the proposed amendment bylaws to the Official Community Plan Bylaw No. No. 1165, 2015 (OCP) and Zoning Bylaw No. 264, 1981 (Zoning Bylaw) to allow for a multi-unit affordable housing development at 441 Pine Avenue – next to 431 Pine Avenue where the 30-unit Timbers Landing affordable housing project is nearing completion.

Fees and Charges Bylaw

The Fees and Charges Bylaw was given first three readings by council. Main highlights of the changes are to incorporate the Cemetery Fees and for the addition of a Property File Scan fee to be added to the Administrative Fees schedule.

Cemetery Management Bylaw

The Cemetery Management Bylaw was given its first three readings. The main changes were to remove the fees and add them to the Fees and Charges Bylaw, administrative changes, and the form and character definitions.

BUSINESS

Development Variance Permit for 127 Centennial Square

The Development Variance Permit for Heli Cold HVAC LTD. at 127 Centennial Square to decrease the number of off-street parking spaces (15) required by Schedule “A” of the Off-street Parking and Loading Bylaw to 10 was approved. The initial application was eight, but the applicant submitted an edit after notices were delivered.

RDEK Agreements

Council has approved staff to sign both the Building & Plumbing Inspection Agreement and Planning Function Cost Sharing Agreement.

2024 Council Meeting Schedule

The 2024 council meeting schedule was approved by council. Meetings run the first and third Tuesdays of every month at 6 p.m. with the exception of the January 2, 2024 and September 17, 2024 meetings which are cancelled.
