Sparwood Council Facts
The following is a synopsis of what occurred during the April 1 District of Sparwood council meeting.
Parcel Tax Review Panel
The District of Sparwood is required annually to review and authenticate the parcel tax roll to ensure that we are able to apply parcel taxes to properties for the taxation year. The Parcel Tax Review Panel reviewed and authenticated the parcel tax assessment roll for 2025. The panel members will sign the Certificate of Authentication for Sewer and Water Reserve Replenishment Parcel Tax Assessment Roll Bylaw No. 1091, 2012, and the Certificate of Authentication for Michel Creek Road Water Extension Local Service Area Parcel Tax Assessment Roll Bylaw No. 1122, 2013.
Bylaw No. 1091 assesses the majority of the properties in the district – there was additions and deletions from the roll due to subdivisions and consolidations. Bylaw 1091 and Bylaw 1122 had new Certificates of Authentication to sign. For further information, please click here or check out Council Portal.
BYLAWS
Street Naming Amendment Bylaw No. 1349, 2025
Council adopted Street Naming Amendment Bylaw No. 1349, 2025. The District of Sparwood regulates the naming of streets through a street naming bylaw. The next phase of subdivision for the Westwood Heights neighbourhood will extend the existing Westwood Heights Drive south and then curve to the west. Westwood Heights Drive connects from Sparwood Heights Drive.
BUSINESS
Temporary Use Permit Renewal – 749 Douglas Fir Road
Council approved the Temporary Use Permit Renewal submitted by Ka-kin Group Ltd. for an additional two years due to construction delays of EVR’s permanent office. They currently have three identical temporary modular office buildings for Elk Valley Resources during the construction of their permanent office building in Middletown and their current permit expires on June 6. The renewal extends their expiry to June 6.
Personal Recording Devices
Council has approved the new Personal Recording Devices policy. The first implementation will be the use of Body Worn Cameras for the Bylaw Enforcement Officer. The purpose of Body Worn Camera use by the district would be to:
- reduce safety risks to the Bylaw Enforcement Officer when working alone;
- provide additional evidence when required;
- augment current note taking practices and improve evidence documentation;
- help to de-escalate and reduce potential conflicts;
- determine accuracy of any claims made by the public against the Bylaw Enforcement Officer; and
- provide greater insight into service delivery and identify good practice.
Community Funding and Support Request
Council denied the following community funding and support request: Ian Anderson for $3,000 cash to support Sparwood Secondary School 25-year graduation reunion hosted at Crumbs Bar and Grill.
