Dogs attacking children; what’s to be done?

On the morning of May 21 my young son was attacked by two dogs while riding his bike along the sidewalk on his way to school.
The dog owner called the dogs and put them into her vehicle and gave my son a Band-aid and sent him on his way. She didn’t bother to call me or bring him home or contact us or to get medical help.
He suffered numerous scrapes and bites and his leg was purple and swollen for a couple of weeks but there will be only a couple of small scars and no permanent physical damage.
After a visit to the emergency ward a police report was filed.
It turns out that the city has had numerous complaints and another child was attacked two weeks earlier by the same dogs. The owners have been given a warning that their dogs will be deemed dangerous and vicious if this continues and told they need to keep them contained.
Two days later the dogs were loose in my yard again.
It seems wrong to me that in a city that has deer put down because they might harm someone’s dog, while these dogs only get a warning they might be deemed vicious after attacking children.
What will it take to get rid of these dogs? Are they waiting until a child is seriously maimed or killed?
